proposed 51 percent salary increase, or -even a 500 percent increase, would improve the quality of candidates. The market, which hardly anyone in politics would ask for an opinion, concludes that no increase is justified.
Personnel specialists would never accept the preceding paragraph. For them, important questions to consider include: 1) importance of the work; 2) difficulty of finding qualified applicants; 3) level of compensation elsewhere for comparable work; 4) other benefits, including non-monetary compensation; and, 5) when considering an increase for present workers, has performance merited a raise?
Obviously the work of Congress members is important. There are few areas of citizens’ lives, from art to babysitting, from crime to the draft, from earnings to foreign affairs, that Congress does not reach. To recognize this is not, however, to
