ALEXANDRIA — Seven people from Rappahannock and Fauquier counties were arrested on Friday, Feb. 8, the day after 32 previously-sealed federal indictments were handed down in the cocaine distribution and conspiracy case surrounding Marshall resident Kenneth Warren Allison. f
Among those arrested was Henry Payne, 42, of Route 1, Box 172, Washington. Payne was charged with conspiracy to distribute more than five kilograms of cocaine. He was the caretaker of Allison’s property on Route 625 in Harris Hollow, just outside Washington. That property was one of seven raided by federal authorities during a raid in November, 1990.
In addition, more and detailed charges were brought against Allison, including the so-called Kingpin Statute, charging him with operating a continuing criminal enterprise involving five or more persons. That crime carries a mandatory minimum sentence of 20 years without parole, and the maximum is life.
