He said that the EPA regulations were assuming a “worst case sce-» nario” such as an environmental disaster that had to be cleaned up. Silch bonding requirernents have been required of private contractors but not of local governments.
“I agree that the county is in a different situation from a private contractor,” Mr. Estes said. “We’re not going to go bankrupt and close down.”
“We could go bankrupt,” Mr. Massie said.

• Reelected Hubert Gilkey chairman, Mr. Estes vice chairman and Mr. Massie as the board’s representative to the Planning Commission.
• Appointed David Brooke Miller to the Planning Commission to replace John Clark Jr. Mr. Massie said Mr. Clark had been an “outstanding” member of the commission. *
• Adopted an ordinance to provide for an elected School Board.
