The same survey sent out with Town water bills was also sent to Hugh C. Miller, Director of the Virginia Department of Histone Resources, who has also been to our town in his official capacity. Mr. Miller’s response was received on the day that the vote was taken endorsing the chosen design. He has since expressed his ^pleasure with the decision.
4) . The Council, wishing to hear more from its constituency, decided to send out the survey. A case could be made that in doing so, Council went far beyond its responsibility to seek the opinions of those who did not come out and take part in the process.
