note the total number of students in the school system. I am told this figure is approximately 1,010. Therefore, the percentage of children targeted as special education to the total school population is approximately 16 percent. Using the figures in the article written by you, the Special Education program is not even receiving the per child share one would think it deserved. Not withstanding that, any reasonable person would assume it should take a little more per child to educate a handicapped or disabled child than a non handicapped or non disabled child. Why, Ms. Kilpatrick, would the newspaper want people to believe that Special. Education students are-eating up the resources, when in fact, the facts (your facts) indicate they are not even getting their share?
As if this was not bad enough, the editorial staff allowed a cartoon to bt printed, Jan. 18 in which Special Education was depicted as a slop bucket or trash can, which runneth over. This container was probably 75 percent larger than the “rest” which was depicted as an empty pail at a dry pump. Once again, why would the editorial staff allow the newspaper to be used in such a manner as to distort the facts so blatantly.
We would all acknowledge that Special Education will probably continue to be a growing group in the school systems across this country, not just Rappahannock County. And we should thank God for the advances which have made special education problems more readily identifiable. As a parent and a grandparent, I can assure you that there will be very few families who will not be touched by a child who can be served by Special Education and we should not be so bigoted and stingy as to not allow these children their share of the resources available. Our goal as parents, grandparents, and educators should be to maximize the potential of each and every child, not judge whether that potential is worthy of our money. All are created equal in the eyes of God.
1 implore the editorial staff to please use its power in a more sensitive and responsible manner and not allow hurtful, hateful distortions of the facts, designed to incite riots, to further what can only be construed as a bigoted and prejudiced agenda
