In addition to discussing the proposed constitutional amendment, the panel discussed victim impact statements, juvenile justice reform, primary investigators in the courtroom and bail bond reform.
Formed last November by Stanley Rosenbluth of Arlington and JoAnn Bruce of Ashland, the group wants to create a statewide network to support crime victims. All of the organization’s members are crime victims.
Howard Gwynn, Newport News commonwealth’s attorney, told the group that he continually wrestles with the problem of making the victim real for the jury.
“The defendant’s family gets the opportunity to try and humanize them, yet the victim’s family doesn’t get the same opportunitv.” he said.
Because only judges rather than-juries are allowed to read victim impact statements, the panelists agreed that the existing law needs to be changed.
