He said such a law “has been court tested” and has the support of Fauquier builders. “Impact fees have not done well in the legislature. I put it in twice before," he said. He said he would try to get bipartisan support for using the two counties as a means of testing the success of such a program.

Del. Katzen said he would also submit a bill requested by the supervisors allowing people to shoot bears that are threatening people, livestock or companion animals, and to shoot bears destroying crops if efforts to live trap the bears and remove them are unsuccessful.

He said the Governor’s Commission on Champion Schools voted 29 to 4 for a proposal that an accounting firm be appointed to come up with a revised formula for computing a locality’s ability to support education and report back by May 15. He said he also supports a proposal to return 100 percent of lottery proceeds to the localities to be used for education under a new formula.
