“mating dances” with both parties trying to woo members of the other party to break the tie, the state senate remains split 20-20. Although Democratic Lt. Gov. Donald Beyer can vote to break a tie, he cannot do so on the budget bill or on judicial appointments. Del. Katzen said he hopes Democratic Party members will agree to Republican suggestions that committee chairmanships in the state Senate be shared or split and that more Republicans be appointed to the committees in the senate.
In the House of Delegates, where Democrats continue to enjoy a 52 to 47 edge, Del. Katzen said he hopes for a less partisan session than last year. “I hope this time, even though there are differences of opinion, the positions of each party will be heard by the other, honest debate allowed and views aired.”
He said he will continue to work on the contract adopted by Republicans in preparation for the election. This program includes returning lottery funds to the localities, promoting “safe streets” in the form of a new medium security prison and boot camps for juvenile offenders, higher funding for education, efficiency in state government, a bill requiring parental notification before a minor can have an abortion, continued support for the welfare reform process and selection of judges where members of both parties can have an opportunity to interview them in a public meeting.
Del. Katzen said he will also be submitting a bill at the request of Peter Kramer to make language in legislation involving garnishing a portion of an employee’s wages “understandable for employers.” He will also continue to push for “full funding” of $5 million over two years for buildings at the Warrenton campus of Lord Fairfax Community College at Coral Farm. He will also support “necessary funding” for the extension service.
Del. Katzen said he will be patroning and co-patroning several other bills including one to require the recitation of the Pledge of Allegiance in public schools, one to allow foreign service officers stationed oversees to vote in state elections and “better regulations on inspections of swimming pools” after a tragic incident in Fauquier County over the summer.
