Ms. Chabot said the plant had had problems with receiving effluent from the cidery. She said she had tested the tank at the cidery and at a nearby residence. The cider)' effluent was low in amonia but very high in BOD (biological oxygen demand). She said the household tank had a BOD count of 350, while the cidery tank tested at 5,800 for BOD. “That will kill the tank,” she said. “This plant is only designed for a BOD of 150 to 200.”

Member Carson Johnson made a motion to install a valve and meter to limit inflow into the plant to 55,000 gallons a day. He said he did not believe installing the surge basin would end the problem. “It’s like mopping the floor without turning off the faucet,” he said.

Ms. Chabot said she had tried to limit the flow at the plant aftd “all the lights in town went on.” Lights come on when tanks need to pump and can not, usually because the pump is not working. “I wouldn’t be comfortable with doing that,” she said.
