Settle also stated that “my involvement with children from that household has been very positive. We have some great foster parents in this community who have facilitated these kids becoming good citizens and productive members. The child might not be used to structure, discipline, and the rules of the home. (My staff) looks to social services for professional guidance. Putting a hand on a child, like restraining them, doesn’t cross the line of child abuse.”

Foster Families

There are approximately 15 children under RCDSS custody. Most are placed in the county so that they can maintain their ties with the community, their school, and their families. Some children may have physical, mental or emotional handicaps that preclude their placement in a regular foster home. These are placed in specialized homes outside the county where, said Leathers, the foster parents have received “intense levels of training” and certification. Other counties, like Fairfax, also try to place children in homes best suited to their children’s individual needs, regardless of geographic location.
