A lew years ago it was estimated that m Rappahannock County an average new residence would cost the county $1.20 in services tor every dollar taken in as revenue by taxes. That's a deficit. The study also showed that if land were left as farmland, forest, or other open space, the cost to the county would be only 17 cents for every dollar taken in as revenue. That's a surplus.
