Amendments
Only three of five proposed amendments to the state constitution got the nod from voters yesterday after a campaign by state Republicans stirred voters to reject the remaining two.
Questions 3 and 4, which would have paved the way for new regional governing bodies with the power to raise and spend public money, were defeated after garnering only 43 and 39 percent, respectively of ballots cast., according to unofficial tallies.
Rappahannock’s vote totals mirrored the state results with every precinct rejecting Questions 3 and 4 and approving Questions 1, 2 and 5.
The three passed amendments allow Virginia residents living overseas to vote in local elections; expand the powers of the General Assembly to release information about judicial reviews, and permit localities to repeal the business, professional occupation licensing tax.
The defeated amendments were drafted by a pair of state senators representing rural districts who wanted to allow counties to band together to create industrial parks.
