• Mr. McCarthy reported that the Virginia Supreme Court found against Amelia County's prohibition on the application of sludge on fields. In that case, he said, the Supreme Court said that local governments may regulate but may not ban the use of sewage sludge.
Since Rappahannock County has a similar ban, Mr. McCarthy said, the Board of Supervisors must repeal it, "adopt another scheme in concert with the ruling," and can support a new bill in the legislature that would permit such a ban.
• Mr. McCarthy also reported on a bill pending that would take away any special exception requirement for clustering houses.
