During World War II he was a U.S. Navy Aviation Cadet and later an instructor of Recruit Training at Great Lakes Naval Training Center.
Upon his discharge, he returned to the FBI as a clerical supervisor in the Records and Communication until his appointment as Special Agent in July 1949. His assignments included offices in El Paso, Texas, Albuquerque, New Mexico, New York City and the Washington Field Office.
Upon retirement he served as an officer in a local Savings & Loan located in Washington, D.C.
During retirement he was active in Lions Clubs in Washington, serving in various club positions and at the District level as Cabinet Treasurer. He was voted to District Honor Roll in 1995 and received a Melvin Jones Follow for his dedicated humanitarian services.
His wife, Gladys Tedder Palmer, died in 1995. He is survived by three sons, Henry C. Palmer and John E. Palmer of Bethesda, Md. and Richard T. Palmer of Germantown, Md., and six grandchildren.
Memorial services were held on Saturday, Jan. 20, at the Potomac Chapel of The Church of Jesus Christ of Latter-day Saints, 11700 Falls Road, Potomac, Md. Interment will be private at Arlington National Cemetery.
The family suggests that memorial contributions be made to the Lions of District 22-C Eye & Tissue Bank Research Foundation, Inc., 9470 Annapolis Road, Suite 415, Seabrook, Md. 20706.
