Drought Relief Funds Available Now for Replacement Wells
The Dry Well Replacement Program (DWRP) is a new, temporary program in which $2.5 million has been reserved by the Commonwealth of Virginia to provide financial assistance to low-and moderate-income households who have experienced a complete loss of w ater at their pri vate water source as a result of drought conditions in 2002. Rappahannock,County is partnering with Rapidan Better Housing who who will administer this new program. Rappahannock County homeowners may qualify for zero interest loans and/or grants (up to $5000) if their source of water is dry or have been unusable for a sustained period of time: and the household's gross income is below the li.S. Department of Housing and Urban Development's Section 8 low-and moderate income criteria of 80 percent of the area median by family size. (EX. family of 4 must have income less than $50,550). Funds are made available to individuals as a 0 per cent interest loan amortized over 10 years. Pay back of the loan is predicated on the client's ability-to-pay and maybe partially or totally forgiven on a case by case basis. . Eligible activities include: payment for permitting, drilling and well installation: associated costs of installing the wpll including grouting, housing, liner, pumps, and service lines; extension of public water line and residential connections to public systems with the $5000 per house cost limit. This program will not pay for drilled holes that do not result finding water. Rappahannock County will hold two Public Hearings to discuss this program. The first hearing will be held at the Rappahannock County Courthouse8rthou8se, Gay Street, Washington, Va on Thursday, January 9, 2003 at 10:00 AM. The second hearing will be held at the same place the following Thursday (January 16) at 3:00 PM? Attendance at either meeting is not required for program participation.
