County Administrator John McCarthy completed and forwarded a draft budget for Fiscal Year 2004 to the Board of Supervisors for its review and consideration.
His April 16 submission shows a budget that will increase “Tbtal Contemplated Expenditures” some 7 percent (just over $1 million) to $15,636,626.
According to McCarthy’s cover letter, the proposed budget “funds all but $100,000 of the School Board’s request for funds” and “shows approximately $400,000 of expenditures over revenues, this drawing down the general fund surplus by like amount, but there is more than that amount in non-recurring capital projects (including the schools’) and the surplus is sufficient to meet the need.”
McCarthy also points out that the “equalized tax rate in this reassessment year ... is $.64; a decrease from last year’s rate of $.89” but, to fund the total expenditures, McCarthy is proposing a total new tax rate of $0.70 per hundred dollars of assessed value ($0.66 General Fund levy and $0.04 Fire Levy rate).
This draft is but a start to the county budget process. The Board of Supervisors still must review the draft and schedule hearings on the overall budget, and conduct the School Budget hearing on April 28 at 7 p.m. at the high school auditorium.
