In stark contrast to the January Comprehensive Plan hearing in Amissville—where residents dueled with opposing views on development in the county—the hearing at the Washington Fire Hall on April 17 was more a discussion on the finer points of preservation and a forum for suggestions by the more environmentally-conscious citizenry of the county.
Though the hearing was attended by only one-third of the 60 or so who attended the Amissville meeting and only eight residents spoke over the course of the hour and onehalf meeting, the range of topics discussed was significantly broader.
Topics included limitations that county water resources impose upon development; the use of graywater for garden irrigation; affordable housing and the potential benefits of cluster development; and economic development as a means to assure the future fiscal viability of the county.
Planning Commission chairman Tom Junk and County Administrator John McCarthy provided an introduction to the hearing. McCarthy noted that the Code of Virginia requires that jurisdictions conduct a review of their Comprehensive Plans every five years and Junk commented that the plan reflects “what a majority of the people want done in Rappahannock County.”
McCarthy also pointed out that the plan was available for review in the library, in his office and in the County Clerk’s office. Copies are available for sale in his office and in the treasurer’s office.
Bob Lander of the Rappahannock League for Environmental Protection (RLEP) kicked off public comments with a question on the schedule for the Comprehensive Plan review process.
