Mills had chosen not to have an attorney as he stood before the judge.
Luke said later he decided not to prosecute the case as a felony because "there were no forgeries and there was no attempt to commit fraud."
Luke said Mills was required to have 50 signatures to qualify to run. On one petition, which had been left at Hackley’s Store, there were 20 names that Mills had not witnessed, Luke said.
When Mills picked up his petition from Hackleys, he obtained five more and witnessed those, but certified it as though he had personally witnessed the other 20.
"I basically was caught up in a time rush driving around in the rain to get this thing on the ballot," said Mills. "I didn’t witness every signature on it. Witnessing some is not enough."
Mills said he worries that people may question his integrity or the integrity of the school board, whether it is the children he coached, the Amissville Baptist Church which he is involved in or the community at large.
He said he feels he let himself down, the children and the community.
"In the end I am in error. People will be content with the penalty I paid but the long term damage is I worked so hard for so many years to be a person of integrity . .now children may look at me and have doubts."
