responded. “I don’t care how professional of a survey.” He explained that in his opinion surveys operate “in a vacuum.”

McCarthy hopes to find a research method which will allow a deeper exploration of citizens’ needs then the typical survey would. “I’m not looking for a particular response,” he said, “something other than the visceral response of those who participate.”

He suggested looking at each village on an individual basis and seeing what is right for it and its residents in particular.

Planning Commission member Tbm Tfepper suggested that leaders possibly step up in each village to help begin this process of self-analysis. He said that such an evaluation and plan had taken place in Amissville and was possible in other towns as well.

Some questioned the ability of citizens to devote the amount of time required for such a project.

“Everybody’s busy and everybody’s got a job,” said Planning Commission member Jennifer Mathews of Flint Hill.
