influences whom in this process besides the lobbies? What is the role of the teachers? From my observations, at least two important stockholder constituencies are not heard by the public—teachers( too many of whom are not stockholders) and those parents—who are most parents—who don’t feel comfortable talking in public, are too tired or too busy to come to meetings or who don’t believe anyone will listen anyway. They are also likely to be those parents who can least afford an increase in their taxes.

Teachers are a valuable source of informed opinion about “needs” versus “wants” in the system. Yes, teachers too can be parochial and naturally want things for their own subjects, but they are also rich in insights about what goes on inside the buildings. They live with the students every day.
