In the spring the board conducted a joint hearing with the supervisors and won apparent support for the entire plan. The only serious questions arose over a $488,000 classroom addition at the elementary school which might block a building of a bigger addition later. The addition would replace temporary classrooms with a music room and small classrooms. Teachers and parents said the temporary classrooms are in poor condition.
McCarthy said the most economical way for the county to raise the funds is issuing bonds through the Virginia Public School Authority an agency that groups small jurisdiction needs and sells the bonds as a group backed by the full authority of the state’s taxpayers. When Virginia adopted a budget with tax increases last spring it kept the state’s bond ratings high and thus lowered the interest cost for the state.
The money must be borrowed by the entire county after a favorable vote of the supervisors.
The running track upgrade has been long sought after so that Rappahannock can host track meets with a suitable performance area. The auxiliary gym which will be built at the elementary school will allow high school and elementary school children more areas to play and to practice. Although Rappahannock’s school enrollment has remained constant at just over 1,000 students, new federal laws have increased the school’s responsibility to provide teams and athletic facilities.
