Rappahannock’s latest development drama was unveiled last month when a Planning Commission session considering an application by Blue Rock Inn owner Gary Harvey to build a small house was surprised when Harvey announced plans to turn the Blue Rock Inn into a wedding facility.
Harvey’s future plans, if approved, would link the large house on Clark Lane that he completed building last year, called Greystone Estate, to The Blue Rock Inn, creating one large destination for weddings and events. Now, some of Harvey’s neighbors on Clark Lane say that Harvey hasn’t been waiting on the Planning Commission, and is already operating his wedding facility in Rappahannock county illegally.
In fact, Harvey has already received two “Cease and Desist” letters from County Zoning administrator John McCarthy for doing so. McCarthy acted based on evidence provided by Allan Rexinger and Pat Choate, Harvey’s neighbors on Clark Lane. Choate, who lives much of the year in Tucson, AZ, and Rexinger, who splits time between Rappahannock and Fort Lauderdale, Florida have collected their evidence against Harvey,who keeps a residence in Falls Church “for tax purposes,” by stopping drivers on Clark Lane to find out if they have
