At issue is whether the Ann Spieker Track Foundation Board will ask the Northern Piedmont Community Foundation to insist on strict compliance with a condition specified when the fund was established, e.g., that the monies be spent on high school track construction costs within two years. The two-year deadline will expire February 26, 2006.

To date, the Rappahannock County Board of Supervisors has not appropriated necessary monies for high school track improvements; accordingly, the track project has not moved forward and the condition set out in the documents establishing the Ann Spieker Track Foundation fund has not been satisfied.

The board of the Ann Spieker Track Foundation is asking the Rappahannock County Board of Supervisors and the Rappahannock County School Board to send representatives to its March 29 meeting to show good cause as to why the Ann Spieker fund should not, consistent with its charter, be used for other charitable purposes.

The public and other potential donees are encouraged to write to the Ann Spieker Foundation at RO. Box 270, Washington, Virginia 22747 to express their views and/or interest in receiving donations from the Northern Piedmont Community Foundation at the request of the Foundation.

The members of the Ann Spieker Track Foundation are Ann Spieker, Dorothy Butler, Margaret Rogers, Cathy Kreyling, Rev. Jennings W. Hobson III, Camille Racer, and Douglas Baumgardner.

At the January meeting of the Rappahannock County School Board, County Administrator John McCarthy updated the board on the status of the track.

McCarthy reported that while not a substantive amount of progress has been made that both he and the Rappahannock County Board of Supervisors believe that the track is an important part of the Capitol Improvements Budget.

While indecision about the track’s scope has gone on for several years now, construction costs have risen and the originally budgeted amount of several hundred thousand dollars is no longer viable.
