However, for Harvey’s ultimate plans to come true, he would need to receive a special exception permit from the Board of Supervisors, and probably more than one.
According to Harvey’s neighbors, weddings have already been held at Greystone, and customers at Harvey’s Crystal City Florists are being told they can make reservations at Greystone. Photos of the large house are also featured on Harvey’s website, although nothing there mentions the house as a possible destination for guests. Harvey can’t understand why his neighbors object so strongly.
“There won’t be any parties here [at Greystone], they’ll be at Blue Rock. This place would be for lodging only, and then we’re only talking about eight more rooms. It won’t be louder, this place is for quiet,” insisted Harvey.
In letters to Zoning Administrator John McCarthy, Rexinger says that the neighbors oppose Harvey’s plans because he doesn’t have the proper permits, but that conflicts with what he told the Rappahannock News. “If I had known what he was planning, I would have spoken against this. Everyone opposes this, and will oppose this,”said Rexinger.
