A public smoking ban gained strength over the past several years. I thought the ban might succeed this year, but I was wrong. One byproduct of the November elections was a liberal turn of the Senate, and it manifested itself here with a proposal that was nothing short of radical. In a reach, the bill would have allowed local governments to ban smoking even in houses, apartments, and cars. It also would have effectively banned and imposed fines on the possession of ashtrays! This bill passed the Senate, but a sensible House committee determined that it just went too far. Although I have never supported such a ban < I prefer to leave this to individual choice and the marketplace), some form of public smoking restrictions is likely
