The Senate budget—more accurately, the Governor’s budget—contains unrealistic revenue expectations. Cynics have suggested that the projections have been intentionally inflated in order to permit future raids on the rainy day fund. It proposes an immediate withdrawal of onethird of the entire $1.1 billion rainy day fund. It inflates lottery profits by $44 million over the lottery department’s own estimates.
Notwithstanding a constitutional requirement that lottery proceeds go to education, the Senate budget diverts $43 million of lottery funds from the state’s overall commitment to K-12 education. Moreover, even though Virginia ranks a miserable 49 out of 50 in Medicaid reimbursements, reimbursements to hospitals and nursing homes are cut by $82 million and jt forgoes an additional $82 million in federal funding.
