The heavy lifting that remains is financial. A slowdown in the real estate market has caused Virginia’s tax revenues to lag. Despite talk of deficits, tax revenues are still up over last year, but not as much as had been projected or hoped. Last week in a closely divided (21-19) vote, the Senate passed a budget that will now go to the House for consideration. Unfortunately, the Senate budget is deeply flawed.
