The better way is to either place the screening close to the viewer (not the view), or, if that is not practical, place the screening material midway between the viewer and the scene to be blocked.
Placing the screening closer to the viewer’s position allows one to use shorter screening and increases the choices of plant material that will do the job.
A hedge of shrub roses can give enough visual screening to a patio seating area, preventing your guests from seeing the house in the distance. That same hedge, planted 20 feet from the seating area would not give the same blocking of the view, but do not discount the idea of planting screens halfway between the viewer and the bad view.
