First degree of separation: the Comprehensive Plan.
The Comprehensive Plan says, “...we the people of Rappahannock declare it to be a 'scenic county”
I think we can agree on that. What can we do to keep Rappahannock County scenic?
The Comprehensive Plan lists several principles. Examples include encouraging agriculture, ensuring that development is consistent with our natural beauty and environment. and protecting our natural resources.
That’s fine, but those are principles. What else? What can we do?
Second degree of separation: tools for scenic preservation.
Specific tools for keeping the county scenic include land-use taxation, agricultural and forest districts, and easements. These tools represent one-year, five-year and permanent agreements.
