The goal of the Comprehensive Plan is to keep the county scenic. The only permanent way to keep the county scenic is to put land in easement. The Farmland Preservation Program purchases the rights of farmers to develop their land and puts the land in easement. The farmer retains all other rights, including the right to farm and sell the land. All future landowners are legally bound by the easement.
The program is funded by “roll back" taxes mentioned earlier plus private donations, which are currently eligible for matching state funds.
The RCCA Gala supports the Farmland Preservation Program «»• n •#* rt«>. ‘ Proceeds from the RCCA fund raiser, the ' Rappahannock Evening View, go to easement programs, including the County's Farmland Preservation Program. To date, RCCA has raised $57,500 for this program.

The 2008 Rappahannock Evening View will be held on the site of the first easement granted in Rappahannock County — Phil Irwin’s Caledonia Farm-1812, in 1974. The date is Friday, May 15.
