Not to put too fine a point on it, but nobody really knows exactly how the money will be spent.
To be fair, the bill itself is over 600 pages long and contains endless cross references to previous legislation, and much of the spending is left to the discretion - with exceptions - of the various departments of the federal government.
This process itself will produce still more documentation as each department writes the rules for the actual distribution of funds. The money will then be distributed to the states.
Chappell, meanwhile, is also making a plea to the well connected in the county to “call your friends and ask them to support Rappahannock County.”
That may just be precisely how this whole thing works.
The governor will continue to receive requests at the stimulus Web site until March 6.
