Health depends on minimum essentials—enough to eat, enough to wear, and proper housing. Any physician or nurse will agree that while medical help is of much benefit, it is no substitute for the essentials listed above. Only through welfare funds can the essentials be furnished to those who need them.

Counties establishing health departments have found that during the first few years of operation, the welfare department’s case load increased. The explanation is simple. The health department uncovered more needy cases which somehow had escaped detection before; thus, there were more reqrests for help and more aid given by the welfare offfte both in the way of service and financial assistance.

Eventually the close co-operation between ti(e two agencies will pay off. Healthier people mean more resourceful people, better able to help themselves, to hold jobs, to support aged parents, to bring up. their families decently. We hope there will bo Ie-S truancy, less juvenile delinquency. winch often stems from e-oromic difficulties in the home, and less crime, all expensive for tne community. But in the immediate future the welfare department is going to need every cent of its already inadequate budget.
