Back in the 19th century the individual was thought to have a responsibility only to himself; now he was found to have a responsibility to his government, and the government to have a responsibility to him.

The depression with its widespread unemployment brought about the Social Security Act of 1935, which is the basis for our own assistance program. Great numbers of families who had worked hard all their lives and had either lost their savings or did not have enough to carry them through the lean years were now in need of help. They could not be held responsible for their failure. The old theories were laid to rest; furthermore, people saw that there was no substitute for public assistance; private philanthrophy could not offer enough ' help. The Social Security Agt was a milestone in the development of social work. For one thing it meant that the federal government was now in the public assistance picture; for another, it es« tablished by law the right of the ( individual to help, something for which ' social workers had been struggling for years.
