Survey of Drug Use and Driving
“The greatest difficulty in establishing the exact relationship between drug use and traffic crashes is the lack of valid tests to determine drug usage,’’ said John T. Hanna, Director of the Virginia Highway Safety Division, this week, quoting from a survey on drugs and driving conducted by the Virginia Highway Research Council for the Division and the Governor’s Council on Narcotics and Drug Abuse Control. Hanna explained that when alcohol is suspected as the cause of a driver’s abnormality, the test is for alcohol alone. When drugs are suspected, it is not known which drug it might be and there is no one test to determine the presence and quantity of any drug.
Noting that the J survey indicated that a greater threat appears to come from misuse of legal drugs rather than the use of illegal ones, Hanna cited the following survey findings:
1. The number of drug users is rapidly increasing and a significant portion of users is driving. Although the majority of users is in the younger age brackets, drug abuse has penetrated every age, social and economic level. Driving records of addicts show them to be involved in significantly more crashes than non-users.
2. A possible placement in order as to contributions to traffic crashes is (a) drugs acting as stimulants and depressants on the brain, (b) drugs producing hallucinations and disturbances of
