3. All drugs impair, to varying degrees, ability to perform basic driving skills safely. Use at any stage-experimentation, addiction or withdrawal-make the user a highway menace.
4. The combination of drugs and alcohol can magnify their separate ill effects from four to eight times.
He listed also the following survey recommendations made:
1. A wide publicity campaign warning the public as to the dangers presented when driving while using any drug. Either the physician or pharmicist should caution the patient against driving after using over-the-counter drugs. A broader campaign should cover misuse of stimulant drugs, since they are often taken during long periods of driving. Also stressed should be the dangers of combining alcohol and drugs.
2. Development of an effective method of drug detection which should be put into general use as an integral part of crash investigation. Hanna said that distribution of the published survey would be to police officials, commonwealth’s attorneys and others who would have a need for it.
