By way of comparison, the average throughout the State of Virginia was $314, which represented a $45 increase over the prior year. In the South Atlantic States as a whole local taxes averaged $306 per capita.
The figures are based upon a study made by the Commerce Clearing House, an authority in tax matters, utilizing data compiled by the Department of Commerce.
The finding is that it takes more money than ever before to operate the various state, county and municipal governments and provide the public with necessary services in the fields of education, sanitation, health, welfare, roads, libraries, police protection and the rest.
Because of special local conditions, such as unusually large welfare costs, the tax burden is much heavier in some states than in others. It ranges from a low of $221 in Arkansas to a high of $576 in New York.
The costs of equipment, supplies and labor have been rising rapidly, in tune with the general inflation, and have led local governments to seek additional sources of tax revenues to meet their bigger needs.
As a result, local and state taxes have been zooming upward. During the past five years, according to Census Bureau
