But, Lea said, his real argument was the discrimination against parents who “fortunately or unfortunately” had more than five children. Phil Irwin, president of the Rappahannock League for Environmental Protection, said the rezoning requested by the Williams would create high density development in an otherwise agricultural area. “Mr. Lea assumes that subdividing into parcels is the only way to divide an estate, there are other alternatives,” Irwin said.
