Without citizen participation, and citizen support, the best land planning will in the world won’t amount to anything more than the oratorical sum of successive land planning conferences, and that isn’t the same thing as obtaining legislation to protect a critical watershed or obtaining the political clout required to block a subdivision from ruining, for all time, acres of fertile farmland.
