RAYMOND P. MILLS, Jr., Rixeyville, has been charged with violating financial and payment requirements of the Packers and Stockyards Act, the U. S. Department of Agriculture (USDA) announced. Mills is registered as a dealer to buy and sell livestock. He purchases livestock throughout central Virginia.

USDA’s Packers and Stockyards Administration charged in an administrative complaint that Mills:

• Operated as a dealer during July 1975, while his current liabilities exceeded his current assets;

• Issued insufficient funds checks and failed to pay, when due, for more than $26,000 worth of livestock from 1973 through 1975;

• Failed to pay, when due, the full purchase price for another $13,550 worth of livestock during 1974 and 1975; and

• Still owed $10,758 for livestock as of August 27, 1975.

Filing of the complaint does not prove that Mills has violated the Packers and Stockyards (P&S) Act. He has a right to a hearing to determine if the evidence supports the charges. If the charges are proven, Mills would be placed under a cease and desist order. His registration could also be suspended.

DEALERS are required under the P&S Act to maintain a' solvent financial position and to pay promptly for livestock, unless credit has been arranged to advance. Issuing insufficient funds checks in payment for livestock is considered to be an unfair practice..
