Luke added that the Commission would need to know from McNear of all subdivisions created since the zoning map was drawn. McNear replied that there weren’t many.

LUKE brought up the possibility of “contract zoning,” requiring more special use permits and less uses by right in the various zoning districts. “Do you have any feeling on this?” he asked McNear.
McNear didn’t reply directly to Luke’s question. Instead he presented a related matter—his second suggested change in the zoning ordinance. McNear said that oily in the Conservation District did the ordinance specify that all uses not included in the list of those allowed by right require a special use permit.
