On each and every motor vehicle, trailer or semi-trailer upon which welldrilling machinery is attached and which is permanently used solely for transporting such machiner, there shall be a license tax of Fifteen Dollars ($15.00).
SECTION 4. LICENSE TAX YEAR. A license tax year shall begin on the first (1st) day of May of each year, and shall expire on the thirtieth day of April of each year.
SECTION 6. ISSUING LICENSE DECALS: Any person, firm or corporation coming under the provisions of this Ordinance shall make application for license igton forms prescribed by the Treasurer of Rappahannock County, and upon payment of the required tax shall be issued as evidence. The decals which shall be conspicuously placed upon the front windshield adjacent to the Virginia inspection decal of the vehicle so licensed, in such manner as to be plainly visible. Failure to display such decals shall be a violation of this Ordinance, even though the license tax has been paid. No such license decal shall be placed tq>oa any vehicle other than that for which it was issued. But such decals may be transferred from one vehicle to another in the same manner and under the same conditions as provided by tbe laws and regulations governing the transfer of State license tags.
SECTION 8. LOST DECALS: A duplicate decal shall be issued upon affidavit of tbe applicant that the original decal has been lost. Tbe charge for a duplicate decal shall be Two Dollars ($2.00). SECTION 13. PENALTIES: Any per
