Dr. Bloomer told the Board that the permit to operate the sewage treatment lagoon at the elepientary school expired on June 30. SWCB officials are not willing to give an extension because the system’s effluent does not meet the newly adopted standards for suspended solids and BOD content, according to Bloomer. “The only thing in our favor is that we do not anticipate any effluent leaving the lagoon until later in the fall,” he added.
Bloomer said that SWCB regulations require that a consent order t>e signed by the School Board, agreeing to improve the lagoon system so that the treated effluent meets the new lower standards. After the consent order is signed;’construction must begin within 120 days and operations have to start 90 days after construction.
Bloomer said he was told by SWCB personnel that they were not in any position to give the county advice on what engineering firm to hire for the design work on the lagoon improvement but would review plans to see
