He noted that a selling point any real estate agent would use for Goode’s subdivision houses would be the scenery, adding that he could hear the agents sayingh “Oh, just look at those mountains.” He warned the Supervisors that this same scenery was “in peril right now.” If the rezoning application is approved, then it will be a first step towards replacing the view of the mountains with a skyline of subdivision homes, according to Harris.

In response to Harris’s earlier inquiries, Compton reported that Goode plans to build houses on only a few of the development’s 14 lots. Covenants will cover restrictions on minimum dwelling size and the allowance of only residential uses.

Harris repeated his question on what criteria Goode intended to use for selecting “the right kind of people” to live in the development.

“If that statement was made, Mr. Goode made it off the top of his head,” Compton replied. “There will be no restrictions...except sale’s price.”

When Harris again called for more specifics on on plans for the development, Chairman Luke interrupted. "1 think your questions are more suitable to a subdivision hearing,” rather than a hearing on rezoning,” said Luke. “You have to give the man flexibility in his business operation...I’m not saying they’re bad questions, just the wrong audience. We’re talking about rezoning, not subdivisions.”

Delores Dalton asked what type of criteria was used in reaching a decision to allow rezoning.

“We don’t have a comprehensive plan so we formulate our own criteria,”
