Newbill Miller, stating that he was speaking for himself and not as a member of the county’s Planning Commission, suggested that the Supervisors “look in a more practical manner at the effects of rezoning.” Miller maintained that the way the Zoning Ordinance is written right now, a developer can win rezoning to residential subdivision for five-acre lots and instead, put in public water and sewer and then go down to one-acre lots. This can occur, said Miller, “because there’s no minimum lot size in RS 1” included in the ordinance.

Miller insisted that the county was not seeking to halt all growth but only to keep growth manageable and controlled. Growth has been taking place but it’s growth “without appreciably affecting the tax rate,” he said. It’s growth that has kept “a high quality of life for the residents of Rappahannock,” he added.

Majority Will Suffer

If the rezoning is approved and the subdivision built, then the majority of county citizens will suffer through increased school load, crime rate and road problems, according to Miller. He added that the precedent established by approval would make it almost impossible to turn down future developments.
