The Area Five Manpower planning Council is the administering body for CETA programs in Rappahannock. Chairman Francis Fulton reported that all political subdivisions were requested to send a representative to serve on the Board. Two counties chose not to participate and Rappahannock was one of them. Rappahannock also lacks a single business representative on the Council, according to Fulton.
Any of a number of groups, including Welfare Departments and Boards of Supervisors, can bid to operate a CETA summer youth program. However, only the Virginia Employment Commission and the Fauquier Community Action Program submitted proposals in the Rappahannock-Rapidan Planning District. Federal mandates require that the program be spread over the entire area, so Rappahannock was included in Fauquier CAP’s proposals, whether the county wanted to be or not. We suggest first of all that next year’s efforts be limited by the number of competent adults willing to serve as supervisors. It will be unfortunate if some children have to be turned away but preferable to jeopardizing the entire program. Secondly, Rappahannock needs some representation at the decisionmaking level. If not a member of county government, then a member of the business community must give the county a voice in deciding how hundreds of thousands of dollars are to be spent.
