“We’d do the background, the leg work and then offer considerations to the counties,” said Capelle. (Apparently, a majority of the work would be done by a fulltime "litter staffer” approved at last month’s PD 9 meeting whose salary will be paid entirely with federal funds.) “It will not cost the county anything,” Capelle added.
The stated goal of the Litter Control Plan is to “lessen the proliferation and accumulation of litter.”
“It’s part of a move by state and federal government to get a handle on solid waste and litter control,” explained Supervisor Chairman E. P. Luke.
Government Interference “They’re trying to get their hands on it, exactly,” interjected Supervisor H. B. Wood, in reference to another “proliferation and accumulation”—that of federal bureacracy. “I recommend that it not be carried out. If we can’t control our own litter, the
problem with erosion and sedimentation,” countered Miriam Harris. She maintained that others besides the people living in the area around Flint Hill had a legitimate interest in the proposed subdivision. “I think the community being affected is the community of Rappahannock, not just Flint Hill,” she said.
Land A Good Friend
Approval of the rezoning “is against the best interests of Rappahannock County,” stated Herbert Barksdale. “I’ve known that land for 50 years. I lived there for five and farmed it for two. I don’t think you can blame the land for the run-off...I consider good land the same as a good friend,” he said in explanation of his defense of the tract. Barksdale added that the property had produced an apple crop last year and a corn crop in 1976.
Delores Dalton asked Supervisor Eastham what kind of comments he had received as representative from Wakefield District where the proposed subdivision is located.
Eastham replied that he had posted notices in Flint Hill, Huntly and Chester Gap, asking for opinions
