He explained that the zoning ordinance, as a legislative document, allows subdivisions. The subdivision ordinance, he continued, simply sets the standards for the development allowed by the zoning ordinance.
According to Luke, case law holds that “if a man complies with the ordinance, there are no grounds for disapproval."
