Your newspaper is very concerned with the subject of education and rightly so. You may be sure that the Supervisors and the School Board are, at least, equally concerned. Especially so when they learn from your paper that the children whose education the taxpayers are supporting cannot even read in their own language at grade level! (75 per cent of them; 50 per cent of them; or two thirds of whole classes ■ depending on which of your reported figures one wants to accept). The answer we get from your paper and from Dr. Bloomer seems to be that we have only to throw more money at the problem.
Has it not been made crystal clear by now with the failure of various national and local educational programs based on the theory that the lavishing of additional funds does not by itself solve the problems?
On the contrary, it only feeds the appetite of the monster those of Proposition 13 are sworn to uproot. You must look elsewhere for the cause of an illiterate school population; if you do, you may find that cause and help constructively to correct the most shameful situation in this County.
Those who think the Proposition 13 movement sweeping the country is only about taxes are thinking wishfully.
