Plavnick has worked in the planning field for 23 years, both for government agencies ^nd in the private sector. He was. the first planning director for the city of Rockville and directed federal projects for the National Capital Planning Commission. For the past 12 years, he has been in practice on his own and with his Washington, D. C. based Arm. Plavnick is associated with the University of Virginia planning department and teaches at American University.
