Despite opposition—and no support—at the Supervisors’ public hearing last Thursday, the Rappahannock Board adopted zoning ordinance amendments that transform previously designated conservation areas with slopes over 14 per cent into a new district labeled conservationrecreation (CV-1).
In the new district and in the existing business district as well, outdoor recreation uses will not require a special use permit. The amendments specifically list gravity slides, skiing, swimming pools and tennis courts as outdoor recreation allowed by right. However, outdoor recreation allowed by right is “not limited to” those four specific activities.
In opening the public hearing, chairman E. P. Luke listed a few ground rules: speakers were allowed five minutes and were to come to the front of the courtroom and take a chair at the Board table. Luke emphasized that
